Working with matching tier flow-through and site-wide matching offers

Site-wide matching offers let you run a matching campaign for all program-eligible nonprofits at a rate and funding rules you configure in Matching Offers. Matching tier flow-through is the matching behavior that makes that reliable: when a donation hits a per-user, per-offer, or budget limit on one campaign, the unmatched portion can continue to lower-priority eligible campaigns instead of stopping with an unexplained partial match.

Together, these capabilities help you apply the matching budgets you already committed, across overlapping programs, in a predictable order. Availability is controlled per company as the feature rolls out.

Permissions

Anyone with the budget manager user role can create and edit matching offers, including site-wide offers where the feature is enabled. Anyone with the campaign manager user role can view matching offers.

Understanding matching tier order

When an employee makes an eligible donation, the platform evaluates matching campaigns in a fixed tier order. Higher tiers are considered before lower tiers. The tiers are:

  1. Override
  2. Portfolio: matching tied to giving opportunities
  3. Special-General: limited-time or special-rate campaigns, including many Relief and Programmed offers, and site-wide offers
  4. Selected Nonprofits: nonprofits you explicitly attach to an offer
  5. Annual-General: your year-round standard match

Site-wide matching offers sit in the Special-General tier. They apply to all eligible nonprofits in your program for the offer’s currencies and dates, rather than to a hand-picked list.

With matching tier flow-through enabled, a single donation can move through multiple tiers on the same transaction. Each tier matches only the portion of the donation that remains after higher tiers apply their limits. The same base donation amount is never matched twice across tiers.

Understanding matching tier flow-through

Matching tier flow-through changes how overlapping matching programs interact on one donation. It does not change the match rate, caps, or budgets you configure on any individual offer.

Without flow-through, when a special or site-wide offer hits a per-user or offer cap, the remaining donation amount can stop unmatched even when lower tiers (such as Selected Nonprofits or Annual-General) still have capacity. Overlapping configurations may also be blocked at save time, or rely on legacy stacking that combines full match rates from more than one campaign at once.

With flow-through enabled:

  • Residual amounts continue to the next eligible tier automatically when a per-user, offer, or budget limit is reached.
  • If no eligible tier has capacity left, that portion is not matched. The employee's donation itself is not affected.
  • Residuals can continue from Selected Nonprofits into Annual-General when those tiers apply to the donation.
  • Within a tier, more than one eligible campaign can consume sequential portions of the residual, still without double-matching the same base amount.
  • Legacy stacking (two campaigns both matching the full base amount at once) is not the supported model with flow-through.

Availability: Matching tier flow-through and site-wide matching offers roll out per company. If the site-wide option does not appear under Nonprofits when you create a matching offer, contact support or your Customer Success Manager to confirm whether the feature is enabled for your program.

Creating a site-wide matching offer

Site-wide offers use the same Matching Offers entry point as relief and programmed offers. Under Nonprofits, you choose all eligible nonprofits in the program instead of adding a selected list. For shared field details (name, type, dates, match rate, and funding rules), follow Creating a limited-time matching offer.

  1. Go to Manage > Company Giving > Matching Offers.
  2. Select Create Matching Offer.
  3. Enter a Name (admin-facing, up to 40 characters), Type (Relief or Programmed), start and end dates, and Match rate.
  4. Select Choose from under Nonprofits, then select All nonprofits in my program (site wide). A Beta badge may appear next to this option while the feature is rolling out.

  1. Configure Funding Rules (standalone limits, existing budgets, or existing budgets with limits) for each currency.
  2. Select Save. The offer appears as Pending until the start date, then moves to Active.

Note: A site-wide offer is evaluated in the Special-General tier, before Selected Nonprofits and Annual-General. Any unmatched residual can still continue to those lower tiers.

You cannot save two site-wide offers with the same currencies and overlapping dates. If you try, Match offer conflict appears. Change the currencies or dates, or end the other offer, then save again.

Per-user and offer limits cap the company match amount, not the employee's donation. At a 50% match rate, a $30 per-user limit is reached after a $60 donation.

You can edit a matching offer after creation. Edits apply to donations made after you save. Matches already applied to past donations don't change. Site-wide offers are one of several ways of matching employee donations.

Walking through a cascade example

Use this example to explain expected match totals when a site-wide offer, a Selected Nonprofits offer, and an Annual-General offer are all eligible for the same donation.

Your program has:

  • A site-wide Special-General offer at 100% with a $30 per user match limit
  • A Selected Nonprofits offer at 100% with a $50 per user limit (for nonprofits on that offer)
  • An Annual-General offer at 50%

An employee donates $100 to a nonprofit that qualifies for all three.

  1. The Special-General (site-wide) offer matches $30 (per-user cap). $70 remains.
  2. Flow-through sends $70 to the next eligible tiers. The Selected Nonprofits offer matches up to its cap ($50 if the nonprofit is on that offer). $20 remains.
  3. The Annual-General offer matches 50% of the remaining $20 ($10).

Total company match: $90 on a $100 donation, with no double-counting of the original $100 base.

Without flow-through, the same donation might stop after the first $30 match even though lower tiers still had unused capacity.

Checking placement preview

Placement preview shows where your offer sits in the matching tier order, next to other campaigns. Use it on create and edit to confirm overlaps and cascade before employees donate. After you save, the same panel is labeled Saved placement.

The panel only includes campaigns whose dates overlap your offer’s start and end dates. Campaigns outside that window do not appear.

The panel groups campaigns by tier: Override, Portfolio, Special-General, Selected Nonprofits, then Annual-General. Each campaign can show one of these statuses:

  • Active
  • Pending
  • Completed

Completed can appear when you edit or view an offer and another campaign ended inside the same date window. Standard and Managed campaigns appear for context. You cannot edit them here. If they need to be changed, contact support.

Two offers in the same tier and currency cannot overlap. The panel marks that conflict so you can change dates or end one of the offers. Offers in different tiers can still cascade from highest to lowest priority.

In the Selected Nonprofits tier, more than one campaign can appear when the nonprofit lists differ. If you select a nonprofit that is already in an overlapping campaign for the same currency, Match offer conflict appears when you save. Start your offer after the overlapping campaign ends, or choose a different nonprofit.

If placement is not enabled for your company, the panel states that it is not available yet.

Simulating a donation

Where Donation Matching Simulation is enabled, use it to estimate how a sample donation would be matched across tiers. This is for planning only. It does not reserve or spend funds.

Simulation is not available while you create an offer. It appears only after you save, including when the offer is still Pending (for example, future-dated).

  1. Open a saved matching offer.
  2. Enter a sample donation in Donation Matching Simulation:
    • Enter Amount, Currency, and Country under Donation details.
    • Enter Effective date and Effective time under When, or leave both blank to use now.
    • Select a nonprofit under Which nonprofit.
  3. Select Run simulation.

Simulation results list each campaign by Tier, the Eligible donation amount, Match credit, and what limited the match. Totals include Total match earned and Donation not matched (outside tier caps). The estimate assumes a hypothetical eligible donor with no prior consumption.
